Liu Hongbing is appointed as a member of the Standing Committee of the Hunan Provincial Party Committee and the Minister of the Propaganda Department.

On April 30, the cadre meeting of the Hunan Provincial Party Committee Propaganda Department was held, announcing the personnel decisions of the Central and Provincial Party Committee. Provincial Party Secretary Shen Xiaoming attended the meeting and delivered a speech. The meeting announced that the Central Committee approved Comrade Liu Hongbing as a member and standing committee member of the Hunan Provincial Party Committee; the Provincial Party Committee decided that Comrade Liu Hongbing will serve as the Minister of the Provincial Party Committee Propaganda Department.
