Ascend the full range of support Qwen3

According to Huawei's official account on computing, Qwen3 was released and open-sourced on April 29, 2025. Prior to this, Ascend MindSpeed and MindIE have always provided synchronous support for the Qwen series models. With the release and open-sourcing of the Qwen3 series, it can be used out of the box in MindSpeed and MindIE, achieving 0-day adaptation for Qwen3.
