In 2025, the approval for domestic nuclear power projects was opened for the first time. According to the news on April 27th, the State Council executive meeting approved several nuclear power projects including the Sanmen Phase III project in Zhejiang. It was reported by industry insiders that the new projects approved at the executive meeting include the third phase of the Fangchenggang nuclear power plant in Guangxi, the second phase of the Taishan nuclear power plant in Guangdong, the third phase of the Sanmen nuclear power plant in Zhejiang, the third phase of the Haiyang nuclear power plant in Shandong, and the first phase of the Xiapu nuclear power plant in Fujian, totaling 5 projects and 10 new units. Since 2022, China has approved 10 or more nuclear power units every year for four consecutive years, maintaining a regular approval rhythm. It was also reported that the new projects all use independently developed third-generation nuclear power technology, including 8 units of the Hualong One. Nuclear power projects have always been an important driving force for expanding effective investment, with an estimated investment of over 200 billion RMB for each domestically-produced million-kilowatt third-generation nuclear power unit. The total investment for the newly approved units exceeds 2000 billion RMB.
