Actively advance energy-saving and carbon-reduction renovations of existing buildings and promote the large-scale development of ultra-low energy consumption buildings. Promote energy-saving and low-carbon transport tools, reasonably optimize vehicle energy consumption limit requirements, and vigorously develop new energy heavy trucks and green fuel ships. Increase efforts to tap the energy-saving and carbon-reduction renovation potential of public institutions and promote third-party governance models such as energy performance contracting. Advance energy-saving and carbon-reduction renovations of infrastructure such as computing power, communication base stations, and computer rooms, and optimize the energy consumption structure. Improve energy production efficiency, strengthen the low-carbon transformation of coal-fired power units, and steadily reduce the comprehensive line loss rate of the power grid. By 2030, energy consumption per unit of value-added of industrial enterprises above designated size will decrease by more than 10% compared with 2025, and energy savings of more than 150 million tons of standard coal will be achieved through energy-saving and carbon-reduction renovations in key industries.
