Two departments: Implement a campaign plan for electronic specialized equipment, advance research on complete electronic specialized equipment, measuring instruments, and supporting systems.

The Ministry of Industry and Information Technology and the National Development and Reform Commission recently jointly issued the "15th Five-Year Plan for the Development of the Electronic Information Manufacturing Industry." The plan proposes to enhance the supply capacity of specialized electronic equipment and measurement instruments. It calls for implementing a (critical breakthrough) plan for specialized electronic equipment and advancing breakthroughs in complete machines and supporting systems for specialized electronic equipment and measurement instruments. It focuses on research and development of production equipment in directions such as large-size substrates, three-dimensional integration, heterogeneous integration, and miniaturization, actively laying out frontier technologies for electronic measurement instruments such as high-bandwidth, terahertz, and quantum precision measurement, promoting the integrated development of production equipment across various sub-sectors, and driving breakthroughs in key components and devices. It calls for leveraging the first-unit insurance compensation mechanism and government procurement to promote the application and dissemination of breakthrough products, and to expand the use of domestically produced specialized electronic equipment and measurement instruments through multiple channels. It also calls for vigorously developing equipment maintenance and repair capabilities, unblocking channels for the trading of parts and components, and accelerating the development of the equipment services industry.
