Ministry of Commerce: Will improve the management system of negative list for cross-border trade in services and steadily expand the autonomous opening of the telecommunications and other service industries.

The State Council Information Office held a press conference on the 2026 APEC CEO Summit in Qingdao. Yan Dong, Vice Minister of Commerce, stated that during the 15th Five-Year Plan period, the Ministry of Commerce will continue to steadfastly promote high-level opening-up to the outside world, actively shape new advantages to attract foreign investment, and support foreign-invested enterprises to invest in and develop in China. Deepening the opening-up of the service industry and expanding the "new space" for foreign investment. As China lifts all restrictions on foreign investment in the manufacturing sector, we will further improve the management system of the negative list for cross-border service trade and systematically expand the autonomous opening-up of the telecommunications, internet, education, culture, and healthcare service sectors. We will prudently implement pilot projects to open up value-added telecommunications, biotechnology, and wholly foreign-owned hospitals, support foreign-invested service enterprises to extend the value chain, and ensure that foreign investors have access to and operate in open fields. We will continue to deepen the comprehensive pilot demonstration of opening up the national service industry, coordinate the construction of platforms such as the National Service Trade Innovation and Development Demonstration Zone, and the National Digital Trade Demonstration Zone, and share the dividends of service industry development with foreign-invested enterprises.
