Shanghai has implemented a taxi restriction list policy.
According to the Shanghai Municipal Transportation Commission, in order to strengthen the main responsibility of enterprises, enhance industry self-discipline, and improve the quality of service at hub stations, a mechanism for establishing a restricted list of hub stations has been established through joint agreements among station management units, industry associations, and taxi companies. Shanghai Pudong International Airport, Hongqiao International Airport, and Shanghai Hongqiao Railway Station have already implemented measures for the restricted list of hub stations. Taxi drivers and vehicles operating at these hub stations who are found to be involved in behaviors such as refusal of service, overcharging, dropping off passengers midway, tampering with the meter, or obtaining qualifications for short-cut lanes in violation of regulations will be included in the restricted list. For the first violation, their vehicles and drivers will be restricted from entering the hub stations for 3 months; for the second violation, the restriction period will be extended to 6 months; and for the third violation, they will be permanently banned from operating at the above-mentioned hub stations.
