National Energy Administration: will continue to improve the green certificate pricing mechanism, study and formulate green certificate price indices, and timely disclose them to the public.

The State Energy Administration held a press conference on April 27th. Pan Huimin, deputy director of the National Energy Administration's New Energy Department, stated that the focus of their future work will be as follows: 1. Improve market trading mechanisms. Continuously improve the mechanism for determining green certificate prices, research and formulate a green certificate price index, and timely release it to the public to stabilize enterprises' expectations of green certificate prices. 2. Strengthen the coordination of mechanisms. Issuance of guidelines for the consumption accounting of non-fossil energy electricity, specify the specific methods for including green certificates in double carbon emission control and carbon emission accounting, making green certificates the basic accounting tool for industry enterprises to reduce carbon emissions. 3. Expand the scale of green certificate consumption. Implement the requirements of the Energy Law of the People's Republic of China to establish a system of minimum proportion for renewable energy consumption, guide more key energy-consuming industries to play a leading role in green electricity consumption. Promote "Electric Vehicles Charging with Green Electricity" and residential green electricity retail packages, and create a good atmosphere for proactive green consumption across society. 4. Build an accreditation mechanism and standards system. Establish a green electricity consumption accreditation mechanism, expand the recognition and application of accreditation results, and issue authoritative "report cards" and "certificates" for the green electricity consumption behavior of energy-using units. Accelerate the establishment of a green electricity consumption standard system, actively promote the internationalization of Chinese standards, leverage the advantages in scale and technology of our renewable energy to effectively transform them into the right to speak in international rules, making Chinese green certificates the "pass" for enterprises to enter the international market.
