Implementation Rules of Article 43 of the National Security Law of the People's Republic of China Hong Kong Special Administrative Region in 2026 promulgated.

According to the "Decision of the National People's Congress on Establishing and Improving the Legal System and Enforcement Mechanisms for Safeguarding National Security in the Hong Kong Special Administrative Region" and the "Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region", the Hong Kong SAR has a constitutional responsibility to continuously improve the legal system and enforcement mechanisms for safeguarding national security, in order to continuously and effectively prevent, stop, and punish acts and activities that endanger national security. The Chief Executive, together with the Hong Kong Special Administrative Region Safeguarding National Security Committee, has exercised the power conferred by Article 43 of the Hong Kong National Security Law to formulate the "Implementation Rules of Article 43 of the Law on Safeguarding National Security in the Hong Kong Special Administrative Region for the Year 2026." The "Revised Rules" were promulgated and came into effect on the same day. Article 43 of the Hong Kong National Security Law provides that when handling cases of crimes endangering national security, the law enforcement agencies of the SAR can take various measures allowed by the existing laws of Hong Kong for law enforcement departments when investigating serious criminal cases and can also take the measures stipulated in that article. Article 43 of the Hong Kong National Security Law also authorizes the Chief Executive, together with the Hong Kong SAR National Security Committee, to formulate relevant implementation rules for taking the measures provided in that article. The "Implementation Rules of Article 43 of the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region" formulated for the first time by the Chief Executive, together with the Hong Kong SAR National Security Committee, came into effect on July 7, 2020.
