Sichuan's "Livelihood Great Package" for 2026 has been unveiled, with an investment of 225.4 billion yuan allocated to 34 livelihood projects.
The General Office of the Sichuan Provincial Party Committee and the General Office of the Provincial Government recently issued the "Implementation Plan for the Basic Livelihood Projects in the Province by 2026." This substantial "livelihood package" includes a total of 34 basic livelihood projects, with a planned total investment of 225.404 billion yuan, an increase of 17.709 billion yuan compared to last year. The "Implementation Plan" closely follows the trends of social development and the real needs of the masses, with many new projects focusing on specific groups, showcasing various highlights.
Expanding the supply of inclusive preschool education resources is a key focus. The "Implementation Plan" specifies the implementation of "immediate enrollment at the age of three," exempting childcare and education fees for children who turn five before August 31 of the current year; according to demand, some public nursery schools will be expanded or newly built.
Another highlight is the implementation of the policy "Children of all ages studying together" for compulsory education throughout the province. The "Implementation Plan" clearly states that younger siblings can study at the same school as their older siblings, reducing the problems of "difficult pick-up and drop-off" for families with multiple children.
To address the issue of "difficulty in childcare" for young children during holidays, the "Implementation Plan" specifies the implementation of "care for the beloved Sichuan" public welfare custodial services during winter, summer, spring, and autumn breaks. The "Implementation Plan" also specifies the implementation of the "Tianfu Seedling" childbirth support action, providing subsidies to eligible infants and young children under 3, inclusive childcare institutions, and units implementing maternity leave policies for female workers. In urban areas with concentrated childcare demand, a number of childcare classes will be expanded or newly built using relatively surplus public education resources, aiming to reduce the childcare costs for the masses.
