Three departments: Encourage liquor distribution enterprises to deepen their connection and share resources with production enterprises, and to transform from traditional wholesale and retail agents to brand agents and chain operations.

The Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, and the State Administration for Market Regulation have issued the "Guiding Opinions on Upgrading and Improving the Quality of the Liquor Industry", which includes expanding and enriching production and sales linkages. The guidelines encourage production enterprises to improve product marketing and warehousing and distribution mechanisms, and to promote deep integration and resource sharing between liquor distribution enterprises and production enterprises, transitioning from traditional wholesale and retail agents to brand agents and chain operations. The guidelines also support enterprises in strengthening production and sales linkages with large e-commerce platforms, deepening all-channel layout of production, distribution, sales, and services, and promoting the standardized development of new formats such as community e-commerce, live streaming sales, cross-border e-commerce, and immediate retail.
