As of October 30th, the total amount of special bonds issued and planned to be issued this year has exceeded 89% of the annual quota. The Ministry of Finance recently stated that the limit for new local government debt in 2026 will be issued ahead of schedule. At the same time, some regions have already started the project reserve work for next year. Several experts interviewed believe that the incremental funds are expected to be put in place more quickly.
