The MIIT and four other departments jointly issued the Notice on Organizing the Recommendation Work for 2026 National Green Computing Facilities.
On September 21, the Ministry of Industry and Information Technology and four other departments jointly issued the "Notice on Organizing the Recommendation Work for 2026 National Green Computing Facilities." The Notice specifies the detailed requirements and procedures for the recommendation of national green computing facilities and releases the "2026 National Green Computing Facility Evaluation Index System." The new version of the Index System covers four aspects: energy utilization level, carbon emission management level, water resource utilization level, and computing resource utilization level. In terms of evaluation content, it newly incorporates indicator requirements such as energy efficiency per unit of computing power, carbon utilization efficiency, digital carbon management, and product carbon footprint, further highlighting the leading role of energy efficiency and carbon efficiency. In terms of evaluation scoring, it increases the scores of key indicators such as carbon utilization efficiency, water resource utilization efficiency, the proportion of renewable energy electricity, and rack resource utilization level, further emphasizing the overall requirements of green, low-carbon, and intensive circular development.

Notice from the Ministry of Industry and Information Technology and Four Other Departments on Organizing the Recommendation Work for 2026 National Green Computing Facilities
To the industry and information technology departments, development and reform commissions, financial regulatory departments, government offices administration departments, and energy departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and the Xinjiang Production and Construction Corps; the communications administrations of all provinces, autonomous regions, and municipalities directly under the Central Government; China Telecom Corporation Limited, China Mobile Communications Group Co., Ltd., China United Network Communications Group Co., Ltd., and China Broadcasting Network Group Co., Ltd.:
In order to implement the "Opinions on Doing a Better Job in Energy Conservation and Carbon Reduction at a Higher Level and with Higher Quality" issued by the General Office of the CPC Central Committee and the General Office of the State Council, support the development of green, low-carbon, and intensive circular computing facilities, and accelerate energy conservation and carbon reduction in digital infrastructure, the recommendation work for 2026 national green computing facilities is now being organized. The relevant matters are notified as follows:
I. Recommendation Requirements
In fields such as industry, information and communications, energy, the Internet, finance, and public institutions, and in accordance with the "National Green Computing Facility Evaluation Index System," recommend a batch of green computing facilities with high energy efficiency and carbon efficiency, as well as green, low-carbon, rationally laid out, technologically advanced, and well-managed operations. Types of computing facilities include intelligent computing facilities, general computing facilities, and supercomputing facilities. The recommended computing facilities shall meet the following conditions:
(1) The owner of the computing facility has independent legal person status, the property rights of the computing facility are clear, there is a clear and complete physical boundary, it has an independent power supply and distribution and cooling system, and as of the application date, the entire system has been in continuous and stable operation for more than 1 year.
(2) It complies with the relevant planning and layout requirements for the green and high-quality development of national new infrastructure, has complete approval procedures, and has achieved large-scale, intensive, green, and intelligent construction. In principle, large and super-large computing facilities newly built after 2022 should be located within the national integrated computing network hubs and the areas designated by the state for computing-power-electricity coordination pilots.
(3) The scale of the computing facility is no less than 3,000 standard racks (except for computing facilities in public institutions and the financial sector, as well as intelligent computing facilities), the rack utilization rate is no less than 60%, and the computing resource usage rate is at an advanced level in the industry.
(4) The green development level of the computing facility shall reach Level 2 or above in the "Green Data Center Evaluation" (GB/T 44989). The power usage effectiveness shall reach Level 2 or above in the "Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Data Centers" (GB 40879). The energy efficiency of the servers used shall reach the energy-saving level or above as stipulated in the "Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Tower and Rack Servers" (GB 43630). The proportion of renewable energy electricity such as wind power and photovoltaic power shall not be lower than the renewable energy electricity consumption responsibility weight of the province (autonomous region, municipality) where the computing facility is located. On the basis of having stable supporting power sources and flexible adjustment capabilities, guide newly built computing facilities to coordinate their layout with renewable energy power generation and other sources, and enhance the ability to adjust and match electricity load.
(5) Promote technological transformation and optimization upgrades in equipment layout, cooling architecture, power supply and distribution methods, single-rack power density, and intelligent system operation strategies, and reduce redundant equipment. Promote high-efficiency energy-saving and water-saving equipment, information and communication equipment, cooling equipment, lighting equipment, and other equipment. Continuously improve the recycling and circular utilization of waste computing facility equipment, and coordinate the advancement of the renewal, transformation, and recycling of key energy-using equipment. Establish and implement a green procurement system, provide green public services, carry out green operations and maintenance, and be able to collaboratively drive the improvement of the green and low-carbon development level of the industrial chain and supply chain.
(6) In the past three years, it has employed workers in accordance with the law and regulations, has not received relatively major or more severe administrative penalties from relevant administrative authorities, does not engage in monopolistic conduct as stipulated in the "Anti-Monopoly Law of the People's Republic of China," has not experienced relatively large or more severe sudden environmental incidents, environmental pollution accidents, or ecological damage incidents, has not experienced relatively large or more severe production safety accidents, has not experienced safety accidents caused by unqualified product quality, has not experienced network security or data security accidents, has not been found to have serious problems in relevant supervision and inspection work by the State Council and relevant departments, and has not been included in the list for rectification under energy conservation supervision or the list of seriously dishonest entities.
II. Recommendation Procedures
(1) Relevant units participate voluntarily, carry out creation and self-evaluation in accordance with the "National Green Computing Facility Evaluation Index System" and related requirements, and prepare the "National Green Computing Facility Self-Evaluation Report." Applicant units are responsible for the accuracy and authenticity of all materials provided.
(2) The provincial industry and information technology departments, together with development and reform commissions, energy departments, and communications administrations, are responsible for organizing recommendation work in their regions, reviewing the completeness and authenticity of applicant materials, and recommending the best candidates to the Ministry of Industry and Information Technology. Provincial development and reform departments shall review whether the project complies with industrial policies and industrial planning and whether procedures such as approval for commencement of construction have been completed. Computing facilities affiliated with China Telecom Corporation Limited, China Mobile Communications Group Co., Ltd., China United Network Communications Group Co., Ltd., and China Broadcasting Network Group Co., Ltd. shall be recommended by the group companies to the Ministry of Industry and Information Technology on a competitive basis.
(3) Computing facilities affiliated with financial institutions and public institutions shall be recommended on a competitive basis to the Ministry of Industry and Information Technology by the National Financial Regulatory Administration and the National Government Offices Administration, respectively.
(4) The Ministry of Industry and Information Technology, together with the National Development and Reform Commission, the National Financial Regulatory Administration, the National Government Offices Administration, and the National Energy Administration, will determine the list of 2026 national green computing facilities through expert review, re-examination, and other methods, and release it according to procedures.
III. Specific Requirements
(1) All provincial industry and information technology departments, relevant group companies, and relevant departments are requested to submit their recommendation opinions and self-evaluation materials for national green computing facilities (two paper copies) to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) before November 16, 2026, and submit the electronic version simultaneously through the "Industrial Energy Conservation and Green Development Management Platform" (https://green.miit.gov.cn).
(2) All provincial industry and information technology departments, together with relevant departments, shall increase publicity, promotion, and support for national green computing facilities. Give full play to the role of industry associations, research institutions, leading enterprises, and others, carry out activities and practices such as case publicity, on-site meetings, and "energy conservation and carbon reduction services entering enterprises," and create a favorable atmosphere for promoting the green and low-carbon development of computing facilities.
(3) The Ministry of Industry and Information Technology will continue to strengthen supervision and guidance over national green computing facilities. For those whose key indicators such as power usage effectiveness, carbon utilization efficiency, water resource utilization efficiency, the proportion of renewable energy electricity, and rack resource utilization (rack utilization rate) in the previous year fail to meet relevant requirements, or for units that otherwise do not meet the requirements for national green computing facilities, the Ministry will, together with relevant departments, dynamically adjust them out of the list of national green computing facilities.
