The Hong Kong government announced today the financial situation for the first three months of the current fiscal year (up to June 30, 2026). The expenditure and revenue for the first three months of this fiscal year were HKD 185.5 billion and HKD 163.9 billion, respectively. After accounting for the issuance of government bonds amounting to HKD 41.9 billion and the repayment of government bonds' principal of HKD 7.5 billion, a surplus of HKD 12.8 billion was recorded. As of June 30, 2026, the fiscal reserve stood at HKD 678.3 billion. A spokesperson for the Hong Kong government stated that the surplus of HKD 12.8 billion recorded up to June was primarily due to the one-time arrangement of transferring HKD 75 billion from the Exchange Fund to the Capital Works Reserve Fund as proposed in the 2026-2027 Budget. This transfer is a one-off arrangement, and the aforementioned surplus is expected to decline subsequently. According to the previous collection patterns, major revenues such as salaries tax and profits tax are mostly collected later in the fiscal year.
