In order to further strengthen the supervision and management of the scrapped motor vehicle recycling industry, crack down on illegal dismantling activities, and promote the standardized and orderly development of the industry, in accordance with the "Measures for the Management of Scrapped Motor Vehicle Recycling" (State Council Order No. 715) and relevant regulatory requirements, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Transport, The General Administration of Market Regulation and other departments have formulated the "Special Action Plan for the Illegal Recycling and Dismantling of Scrapped Motor Vehicles." It is hereby issued for careful implementation.
Special Action Plan for the Illegal Recycling and Dismantling of Scrapped Motor Vehicles
The recycling (including dismantling, the same below) of scrapped motor vehicles is an important means to improve the recycling system of waste materials, vigorously develop the circular economy, and is of great significance for ensuring road traffic safety, protecting the ecological environment, and promoting carbon peaking and carbon neutrality. In order to regulate the recycling and dismantling activities of scrapped motor vehicles, crack down on illegal recycling and dismantling of scrapped motor vehicles in accordance with the law, the special action plan for the illegal recycling and dismantling of scrapped motor vehicles is formulated.
I. General Idea
This special crackdown focuses on addressing prominent problems in the scrapped motor vehicle recycling industry. All regions and relevant departments should adhere to problem-oriented approach, improve coordinated supervision mechanisms, severely crack down on illegal recycling and dismantling of scrapped motor vehicles, and regulate the operation of scrapped motor vehicle recycling enterprises. Through special crackdown actions, continuously improve the standardized operation level of scrapped motor vehicle recycling enterprises, continuously increase the proportion of scrapped motor vehicle recycling volume to the number of motor vehicles deregistered, effectively curb illegal recycling and dismantling of scrapped motor vehicles, continuously improve the level of recycling and reuse of scrapped motor vehicle components, and promote the high-quality development of the scrapped motor vehicle recycling and dismantling industry. In addition, guide local areas to pay attention to the standardized work of photovoltaic components and wind turbine blade recycling.
II. Key areas of crackdown
1. Crack down on the illegal recycling and dismantling of scrapped motor vehicles. Investigate and deal with the illegal activities of recycling scrapped motor vehicles under the guise of "used car acquisition" and reselling them to illegal dismantling sites or dismantling them on their own. For illegal dismantling sites that are discovered, investigate the source of the vehicles and sever the illegal recycling chain. If a large number of entities engaged in the short-term acquisition of old motor vehicles are found, verify the actual condition and flow of the vehicles, strictly verify relevant supporting materials; for those found to have false "losses" and other situations, promptly report to the relevant departments for vehicle-by-vehicle investigation and strictly hold accountable. Check the auction records of scrapped motor vehicles, investigate and deal with entities that do not have the qualifications to recycle and dismantle vehicles but acquire them through auctions, and verify the flow of vehicles.
2. Crack down on entities engaging in the recycling and dismantling of scrapped motor vehicles without qualifications. Strengthen law enforcement inspections in high-incidence areas such as auto repair shops, urban-rural integration areas, abandoned factory areas, idle yards, waste material distribution centers, second-hand car trading market perimeters, and spare parts trading markets, and investigate and deal with activities of entities engaging in the recycling and dismantling of scrapped motor vehicles without obtaining the required qualifications. Crack down on behavior that involves renting, lending, buying, selling, or forging/modifying the "Certificate of Qualification for Scrap Motor Vehicle Recycling and Dismantling Enterprises" (hereinafter referred to as the "Qualification Certificate") to dismantle scrapped motor vehicles illegally or facilitate illegal transactions involving scrapped motor vehicles. Investigate and deal with enterprises that fail to upload photos of motor vehicles before dismantling, after dismantling, and upon deregistration as required by regulations, recycling enterprises that issue "Scrapped Motor Vehicle Recycling Certificates" (hereinafter referred to as "Recycling Certificates") without receiving the actual vehicle, falsification of entries in the national automobile circulation information management system, and trading whole scrapped vehicles, assembled vehicles, etc.
3. Crack down on the illegal sale of scrapped motor vehicle parts. Investigate and deal with the sale of old/new energy vehicle power batteries to organizations or individuals outside of recycling service points or comprehensive utilization enterprises, refusal to submit traceability information or submission of false information, as well as the sale and resale of dismantled old three-way catalysts to enterprises without processing qualifications. Check the parts inventory of scrapped motor vehicle recycling enterprises, and if there are major shortages of parts, investigate whether there is collaboration with illegal dismantling "black workshops" to receive scrapped vehicles and issue "Recycling Certificates" and other illegal activities involving dismantling some parts. Supervise the standardized use of the national emblem for automotive parts remanufactured products, investigate and deal with behaviors that violate regulations, such as unauthorized refurbishment of scrapped motor vehicle "five major assemblies," three-way catalysts, etc., and deal with the sale of remanufactured parts that are not labeled with "remanufactured products."
4. Crack down on the use of false materials to process motor vehicle deregistration. Strictly review relevant certifications and evidence for vehicle deregistration applications citing "loss" reasons, include them in key business supervision, strengthen the interception of suspicious vehicles. Investigate each identified non-compliant vehicle in depth, and crack down on all illegal activities such as production, sale, and use throughout the entire chain, severing the chain of false scrapping and the illegal use of scrapped vehicles on the road.
5. Crack down on non-standard dismantling practices. Investigate and deal with dismantling of scrapped motor vehicles outside of designated areas or branch offices, with improper disposal or discharge of hazardous waste such as waste mineral oil, waste lead acid batteries, waste organic solvents, arbitrary discharge of refrigerants, soil and water pollution in violation of environmental protection laws and mandatory standards. Investigate and deal with behaviors that violate mandatory national standards, such as cutting, slicing, or flattening vehicle frames (bodies) using only oxygen cutting equipment. Investigate and deal with dismantling operations in open-air sites, where oil-water separation facilities, waste liquid classification and drainage systems are not operating, and safety and environmental hazards such as non-compliance with storage area standards. Investigate and deal with behaviors involving the collection, storage, utilization, and disposal of waste three-way catalysts and waste three-way catalytic converters in accordance with regulations.
III. Work Arrangement
From June 2026 to October 2026, it will be conducted in four stages:
1. Mobilization and deployment (June 2026).
Each region should effectively communicate and deploy according to the task requirements of this action plan, establish a joint crackdown group, strengthen departmental collaboration, clarify task divisions, and refine special crackdown work measures. Based on local information on deregistered vehicles, analyze in-depth the specific reasons for the difference between deregistrations and recyclings. Thoroughly review the region's motor vehicle ownership, dismantling capacity, the number of scrapped motor vehicle recycling enterprises, and establish a sound basic data ledger, organize specialized training for enforcement personnel, and enhance enforcement capabilities.
2. Comprehensive inspection and crackdown (July to August 2026).
Each region should conduct a comprehensive, detailed, and thorough inspection of potential illegal dismantling hazards in key locations, investigate and deal with illegal and irregular activities during the operation of scrapped motor vehicle recycling enterprises according to the law, shut down illegal dismantling sites, and confiscate illegal gains in accordance with the law, and take punitive measures. Emphasis on strengthening the inspection and supervision of scrapped motor vehicle recycling enterprises that have long been non-operational in actuality and violate environmental protection laws. Organize accredited entities to conduct self-inspections and rectifications, identify problems in business management, regulatory compliance, safe production, and environmental protection in accordance with laws and standards. Each region should establish a ledger of irregular entities and potential issues, specify responsible units, rectification measures, and deadlines, urge concurrent inspection and rectification, immediate action and correction, and timely closure.
3. Focus on key challenges (September 2026).
For key and challenging problems identified, each region should enhance departmental coordination, take practical and forceful measures along with on-site guidance, expert advice, and listed supervisory procedures to focus on key challenges. With the information from the inspection and crackdown, thoroughly investigate and crackdown on illegal dismantling of scrapped vehicles in the black market, crack down severely on cross-regional offenses and repeat offenders. For scrapped motor vehicle recycling enterprises found to engage in illegal activities, they should be ordered to rectify within a specified period. Failure to correct or exceed the deadline for correction shall result in the revocation of the "Qualification Certificate" in accordance with the law and regulations.
4. Consolidation and enhancement (October 2026).
Carry out comprehensive re-inspections of closed illegal sites, reformed scrapped motor vehicle recycling enterprises, and concluded cases, to prevent the rebound of illegal and irregular activities. Address common issues and regulatory gaps identified during the special action, enhance local regulatory mechanisms, enhance departmental coordination, information sharing mechanisms, and establish a local overcapacity warning mechanism. Institutionalize joint law enforcement, information transfer, and notification of practices developed during the special crackdown, conduct periodic assessment to solve issues.
IV. Relevant requirements
Each region should establish a working mechanism for the scrapped motor vehicle illegal recycling and dismantling special action, with the Ministry of Commerce taking the lead and the departments of development and reform, industry and information technology, public security, ecology and environment, transportation, and market supervision participating. The Ministry of Commerce, as the lead department, should play a leading role in the supervision and management of the scrapped motor vehicle recycling industry, coordinating and supervising the special crackdown, organizing problem investigation, and rectification. In addition, in conjunction with relevant departments, photovoltaic components and wind turbine blade reclamation standard work should also be considered. The Ministry of Industry and Information Technology shall be responsible for traceability management of waste power batteries and enhance information sharing, cooperating with relevant departments for verification and law enforcement supervision of the flow of waste power batteries. The Ministry of Public Security shall strictly regulate the process of motor vehicle deregistration, crack down on the use of false materials for motor vehicle deregistration applications, and other illegal acts. The Ministry of Ecology and Environment shall supervise environmental protection work in the daily operations of scrapped motor vehicle recycling enterprises, investigate and deal with environmental violations at illegal dismantling sites. The Ministry of Transportation shall cooperate with the execution of the special crackdown on the illegal recycling and dismantling of scrapped motor vehicles according to their responsibilities. The departments of development and reform and market supervision shall assist in the relevant work according to their responsibilities. Encourage industry associations and research institutions to provide information consultation, training, and other services, conduct industry monitoring and warning analysis, and strengthen industry self-discipline.
Each region should strengthen departmental coordination, regulate administrative inspections involving enterprises, enhance information sharing to generate combined efforts; carry out publicity on relevant policies and regulations, raise awareness of legal compliance among operating entities, and create a favorable social atmosphere; establish effective channels for social supervision and reporting during the special crackdown, encourage the public to provide problem clues; report or expose relevant cases of illegal and irregular behaviors, enhancing warnings and deterrents. After the special crackdown, provincial-level departments of commerce, in conjunction with relevant departments, should summarize the scrapped motor vehicle illegal recycling and dismantling special crackdown, report to the Ministry of Commerce by the end of November 2026, and copy to the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Transportation, the General Administration of Market Regulation, and the local people's governments.
