The announcement is as follows: 1. Any organization or individual has the right to report behaviors suspected of violating relevant laws and regulations in the export of strategic mineral dual-use items, including but not limited to: Unauthorized export of strategic mineral dual-use items without permission; Exporting strategic mineral dual-use items beyond the scope, conditions, and validity period specified on the export license; Exporting prohibited strategic mineral dual-use items; Evading the export control of related strategic mineral dual-use items through modification, splitting into components or components, etc.; Evasion of the export control regulations of strategic mineral dual-use items through a third country or region; Illegal transfer of controlled strategic mineral-related technology to foreign countries through trade export, intellectual property license, investment, exchange, gift, exhibition, display, testing, assistance, teaching, joint research and development, employment or consultation, etc. 2. Reporting can be made through the following methods: Online reporting on the Strategic Mineral Dual-use Items Export Control Suspected Illegal and Irregular Clues Reporting Platform on the website of the Industry Safety and Import and Export Control Bureau of the Ministry of Commerce (https://aqygzj.mofcom.gov.cn); Call the reporting acceptance phone number 010-12369. The acceptance hours are on legal working days from 8:30-11:30 and 14:00-17:00. 3. The reporter shall be responsible for the truthfulness of the report. Reports should be in Chinese and generally include: Basic information of the reporter; Contact information of the reporter; Basic information of the reported person; Specific situations of the reported person suspected of violating the regulations related to the export control of strategic mineral dual-use items; Whether the reporter has reported the same issue to other organizations; Other issues that the reporter believes need clarification. 4. The report will not be accepted under the following circumstances: Does not fall under the situations listed in Article 1 of this announcement; The key elements of the report are missing and cannot be considered as clues for handling suspected illegal and irregular acts. Even after being requested by the Ministry of Commerce to supplement or correct, it remains incomplete or unclear; The reported incidents have been settled, and the reporter repeatedly reports the same facts or reasons; Other circumstances where the report will not be accepted. 5. For reports made under real names, the Ministry of Commerce will provide feedback on the acceptance status of the reported clues in an appropriate manner. If verified as true, the Ministry of Commerce may reward the real-name reporter according to relevant regulations. 6. For malicious reporting, the Ministry of Commerce will work with relevant departments to strictly discern and handle them in accordance with the law. 7. Exporters or other entities who discover that they have violated the regulations related to the export control of strategic mineral dual-use items or believe that they may have violated such regulations should actively report to the Ministry of Commerce. The initiative to report will be considered as a factor for mitigating or reducing penalties for relevant illegal and irregular acts. 8. Relevant departments, units, and individuals involved in reporting and handling work should keep state secrets, trade secrets, and personal privacy confidential in accordance with the law. 9. Reports of behaviors suspected of violating the relevant regulations on the export of strategic mineral technologies under the Regulations on the Administration of the Import and Export of Technology of the People's Republic of China shall be executed in accordance with this announcement.
