The concept of green electricity is on the rise collectively. As of the time of writing, DATANG POWER (00991) rose by 7.97% to HKD 3.25; China Longyuan Power Group Corporation (00916) rose by 2.83% to HKD 6.9; HUADIAN POWER (01071) rose by 2.5% to HKD 4.51; and HUANENG POWER (00902) rose by 2.13% to HKD 6.72. On the news front, recently, the National Energy Administration and other four departments issued the "Action Plan for Promoting the Bi-directional Empowerment of Artificial Intelligence and Energy." The Action Plan proposes to coordinate energy resource allocation with computing power facility construction, strengthen the support of energy supply for computing power development, ensure the safe and stable operation of computing power facilities, and build a solid energy security and digital security barrier. It will solidly promote the statistics of the proportion of green electricity consumption in computing power facilities and carbon emission accounting work, strengthen the guidance on green electricity direct connection policies, continuously improve the energy efficiency and carbon efficiency of computing power facilities, and build a whole-chain green and low-carbon development system of green electricity supply, efficient energy use, and carbon emission control. Changjiang pointed out that the Action Plan emphasizes "strengthening the guidance for the layout planning of computing power facilities projects, with the proportion of green electricity use as an important reference index," and "taking the utilization of renewable energy solutions and the proportion of green electricity consumption for newly built or expanded computing power facilities as important content in energy-saving and carbon reduction review and evaluation of projects." Green electricity consumption will be included in the inspection scope at the project access and layout planning stage, promoting the transition of green electricity consumption from "post-assessment and optional encouragement" to "pre-reference and access threshold" gradually, with rigid constraints to drive the inclusion of green electricity consumption.
