Recently, the General Office of the Ministry of Transport, the General Office of the Ministry of Finance, the Comprehensive Department of the National Railway Administration, the Comprehensive Department of the Civil Aviation Administration of China, and the Office of the State Post Bureau jointly issued the "Notice on the Implementation of the Action to Enhance the Supply Chain and Strengthen the Supply Chain of the New Round of National Comprehensive Freight Hubs."
The Ministry of Transport issued a document on April 22nd to organize and implement the new round of national comprehensive freight hub strengthening and enhancement action. The goal is to accelerate the improvement of the modern comprehensive transportation system and address the bottlenecks in multimodal transportation. The Ministry of Transport, the Ministry of Finance, the Comprehensive Department of the National Railway Administration, the Comprehensive Department of the Civil Aviation Administration of China, and the Office of the State Post Bureau jointly issued the "Notice on Organizing and Implementing the Work of Strengthening and Enhancing the National Comprehensive Freight Hub Action."
The notice clarifies the application process, evaluation process, and other relevant organizational implementation work. It emphasizes that there shall be no reduction adjustments to the implementation plan during the implementation period. In the second year of implementation, if there are new high-quality projects in the local regions that meet the support conditions of this round of policies and have complete implementation conditions, the provinces can apply for adjustments to the implementation plan without reducing the performance goals of the approved plan. The adjustments need to be reviewed and approved by the Ministry of Transport and the Ministry of Finance.
The document outlines the reporting process, evaluation process, and other important aspects related to the implementation of the comprehensive freight hub enhancement action. It also emphasizes the importance of coordination among various departments at the national and local level and the need for strict financial management and performance evaluation.
