Government Procurement Demand Standards for New Energy Vehicles
(Soliciting Opinions Draft)
To promote the comprehensive, complete, and accurate description of procurement entities' demand for new energy vehicles, improve the scientific, standardized, and standardized management level of government procurement demand management, further optimize government green procurement policies, support the promotion and application of new energy vehicles, create a good industrial ecology, and establish this standard.
1. Instructions for Use
(1) This standard applies to government procurement projects of new energy vehicles for reference by procurement entities. New energy vehicles refer to pure electric vehicles, plug-in hybrid (including extended range) vehicles, and fuel cell (hydrogen energy) vehicles.
(2) Procurement entities shall, in accordance with the requirements of the "Management Measures for Government Procurement Demand" (Caiku [2021] No. 22), determine the procurement demand based on the actual situation of government procurement projects of new energy vehicles. Procurement entities may make necessary adjustments to the technical, service content, and standards listed in this standard, but they must not exceed actual needs. All contents of the procurement demand shall be included in the procurement documents and contract texts.
(3) The major budget unit shall determine the annual government procurement proportion of new energy vehicles for the department (including affiliated budget units) in an overall manner based on the relevant provisions of the "Notice on further clarifying the proportion requirements for government procurement of new energy vehicles" (Caiban Ku [2024] No. 269).
(4) Procurement entities shall, in accordance with the legal system of government procurement, timely publish project information on media designated by the finance departments at or above the provincial level, and if conducting framework agreement procurement, they can also publish project information on the electronic procurement system for framework agreement procurement. However, information concerning national secrets, commercial secrets, and other information that should not be disclosed according to laws, administrative regulations, and relevant national regulations shall be exempted. Procurement entities shall strictly control and not disclose information that should not be disclosed to the public.
(5) The procurement entity shall not treat suppliers differently or discriminate against them with unreasonable conditions based on qualifications, technologies, commercial conditions, etc. The procurement entity shall strengthen performance acceptance management and inspect the new energy vehicles provided by suppliers according to the procurement contract.
