On September 29, 2025, the Chengdu Intermediate People's Court in Sichuan Province publicly sentenced Chen Yan, former member of the Guizhou Provincial Political Consultative Conference Party Committee and Vice Chairman, for bribery and abuse of power. Chen Yan was sentenced to death for bribery, with a two-year reprieve, deprived of political rights for life, and all personal property confiscated. He was also sentenced to seven years in prison for abuse of power, with a decision to execute the death penalty after a two-year reprieve, deprived of political rights for life, and all personal property confiscated. Any proceeds from Chen Yan's bribery crimes and interest to be retrieved according to the law will be handed over to the national treasury; any shortfall will continue to be retrieved. After investigation and trial, it was determined that from the second half of 2012 to February 2024, Chen Yan, in various positions such as Vice Mayor of Tongren City in Guizhou Province, Chairman of Guian New District Development Investment Limited Company, Mayor of Tongren City, Vice Mayor and Mayor of Guiyang City, Vice Chairman of the Guizhou Provincial Political Consultative Conference, used his position and power to provide assistance to relevant units and individuals in government fund allocation, project contracting, planning approval, and company operations, in exchange for gifts totaling more than 357 million yuan. From May 2017 to October 2021, while serving as Mayor of Tongren City and Vice Mayor and Mayor of Guiyang City, Chen Yan abused his power, violated regulations, and led the two local governments to cooperate with Hanergy Holding Group Co., Ltd. without following proper procedures, resulting in significant losses of state-owned funds.
