Former deputy party secretary of the Standing Committee of the Qingdao Municipal People's Congress, Zhang Xijun, was sentenced to death with reprieve in the first instance.

After trial and investigation, the Intermediate People's Court of Yantai City found that from the second half of 1999 to February 2023, the defendant Zhang Xijun used his positions as Deputy Secretary of the Jimo City Committee and Deputy Mayor, Deputy Secretary, Deputy Mayor, Mayor, and Party Secretary of the Laixi City Committee, Secretary of Qingdao Sifang District Committee, Deputy Director and Deputy Secretary of the Party Committee of the Qingdao Municipal People's Congress, and other positions, as well as the convenience and power or status formed by those positions, to directly or through the acts of other state workers in their official capacities, seek benefits for relevant units and individuals in areas such as project contracting, land use rights acquisition, and job adjustments, directly or through others illegally receiving or demanding property from relevant units and individuals, totaling over 317 million yuan, of which over 16.77 million yuan were unsuccessful.
