The Ministry of Industry and Information Technology and seven other departments have issued the "Work Plan for Stabilizing Growth in the Petrochemical Industry". It proposes scientifically regulating the construction of major projects, strengthening the planning and layout guidance for major petrochemical and modern coal chemical projects, strictly controlling the increase in refining capacity, reasonably determining the scale and pace of adding new capacity for ethylene and para-xylene, and preventing the risk of overcapacity in the coal-to-methanol industry. In the petrochemical field, it strictly implements the requirement for reducing capacity through new refining projects, focusing on supporting the transformation of old petrochemical facilities, industrialization of new technologies, and the "reduce-oil, increase-chemistry" projects of existing refining and chemical enterprises. In the modern coal chemical field, it focuses on moderately laying out coal-to-oil and gas and coal-to-chemical projects in areas with relatively abundant coal and water resources and good environmental capacity, conducting industrial application demonstrations of coal chemical coupling with new energy, advanced materials, technological equipment, industrial operation systems, and demonstrations of carbon capture, utilization, and storage projects. Accelerating the implementation of projects such as helium extraction from natural gas and potassium extraction from seawater.
