On the 25th local time, the United Nations held a high-level meeting to launch the "Global Dialogue Mechanism on Artificial Intelligence Governance". UN Secretary-General Guterres stated that this is the main platform for the global focus on this transformative technology. Guterres said that the goal of the Global Dialogue Mechanism is very clear: to help establish secure, reliable, and trustworthy artificial intelligence systems based on international law, human rights, and effective oversight; promote cooperation among governance systems, adjust rules, reduce barriers, and promote economic cooperation; encourage open innovation accessible to all, including open source tools. He announced the establishment of an "International Independent Scientific Group on Artificial Intelligence" within the United Nations, consisting of 40 experts who will provide independent insights on the opportunities, risks, and impacts related to artificial intelligence, serving as a global warning system and providing independent assessments for global dialogues to help the international community predict emerging challenges. Guterres also mentioned that he recently submitted a report on financing schemes for building artificial intelligence capacity and will soon begin consultations with member states, potential donors, and partners to establish a Global Artificial Intelligence Capacity Development Fund based on this report.
