The Hong Kong legislature deals with the issue of poor-quality subdivided units.

The Hong Kong Special Administrative Region Government welcomes the Legislative Council's passage of the "Subdivided Unit Bill" today, which introduces a regulatory system for leasing residential buildings to ensure that subdivided units can provide a safe and reasonable living environment, and comprehensively and orderly address the longstanding problem of poor-quality "subdivided units". The "Subdivided Unit Bill" requires that subdivided units in residential buildings comply with a series of minimum standards related to living environment, including minimum area, minimum height, fire safety, structural safety, independent toilet, water supply requirements, lighting and ventilation, as well as independent water and electricity meters, and obtain "subdivided unit" certification before they can be legally rented for residential purposes. Those who rent out uncertified subdivided units will be held criminally responsible, while the relevant tenants will not be held legally responsible. The Bill will be gazetted on October 3 and will come into effect on March 1 next year.
