Li Zhong, Deputy Minister of the Ministry of Human Resources and Social Security, stated that the innovative introduction of occupational injury protection provides a "safety belt" for new employment formats. For workers in new employment formats, especially delivery riders and ride-hailing drivers, occupational injury protection is one of their main concerns. Starting from 2022, we have launched occupational injury protection pilot programs in seven provinces including Beijing, Shanghai, Jiangsu, Guangdong, Hainan, Chongqing, and Sichuan, covering four industries including transportation, delivery, instant delivery, and local freight. Seven platform companies including Caocao Travel, Meituan, Ele.me, Dada, Shansong, Huolala, and Fast Dog Taxi have achieved good results. In terms of system design, we have taken a different approach from traditional work-related injury insurance, focusing on orders rather than whether there is a labor relationship as a prerequisite for participation, and innovatively adopting daily participation and per-order billing methods to effectively safeguard the rights and interests of these groups. Based on the experience of the pilot programs in the seven provinces, in July of this year, we have gradually expanded the scope of the pilot programs in terms of expanding the provinces, adding new companies, and widening the industries, and the pilot program now includes 17 provinces. At the same time, large-scale platform companies such as Didi Chuxing, SF Express, Didi Freight, and Manbangshengsheng have been included in the pilot program. Currently, more than 20 million workers in new employment formats have paid fees and participated in the pilot programs in the pilot areas, ensuring comprehensive protection within the system.
