At the press conference on the theme of "high-quality completion of the 14th Five-Year Plan" held by the State Council Information Office, Minister of Human Resources and Social Security Wang Xiaoping said that during the 14th Five-Year Plan period, there were over 10 million new market entities added each year. When discussing the measures to promote employment during the 14th Five-Year Plan period, Wang Xiaoping stated that the environment for entrepreneurship policies would be optimized, with a focus on promoting entrepreneurship training, entrepreneurship services, entrepreneurship incubation, and entrepreneurship activities, popularizing models such as "technology achievements + entrepreneurship," "industrial development + entrepreneurship," "vocational skills + entrepreneurship," "livelihood needs + entrepreneurship," to create a vibrant entrepreneurial scene tailored to individual strengths. It will be important to coordinate efforts, promote "individual entrepreneurship as a priority", facilitate resource matching for entrepreneurship through activities such as the "Source of Innovation for Entrepreneurship" resource networking, and organize various innovation and entrepreneurship competitions. During the 14th Five-Year Plan period, over 10 million new market entities will be added each year. Wang Xiaoping also mentioned that during the 14th Five-Year Plan period, the priority policy system for employment will continue to be enriched, with a systematic policy framework consisting of financial incentives, tax reductions and exemptions, and financial support. A support system covering the entire chain, such as phased reduction of social security fees, stable job returns for unemployment insurance, and employment and entrepreneurship subsidies, has been established, with more policy tools and stronger targeting. During the 14th Five-Year Plan period, the average balance of entrepreneurial guarantee loans will be 300 billion yuan, and the average expenditure on employment subsidies will exceed 100 billion yuan per year.
