On the evening of September 23, it was reported that recently, the Cyberspace Administration of China has taken measures against Toutiao platform for failing to fulfill its responsibility as the main entity for managing information content. Not only did the platform display inappropriate information on its hot search list, it also promoted related topics on its landing pages, which has harmed the online ecosystem. The Cyberspace Administration of China guided the Beijing Cyberspace Administration to take measures against Toutiao platform in accordance with relevant regulations, such as the "Regulations on the Governance of Internet Information Content Ecology," including holding discussions, ordering corrections within a time limit, issuing warnings, and imposing strict penalties on responsible individuals. In response, the official statement from Toutiao mentioned: Recently, the Cyberspace Administration has held discussions and implemented penalties against Toutiao for poor management of its hot search list. We take this matter very seriously and will strictly comply with regulatory requirements. We have established a special working group to conduct a comprehensive self-examination and rectify the existing problems. The purpose of Toutiao's hot list is to help users access valuable information in a timely manner. We are aware of the important role the hot list plays in content dissemination and we must adhere to the correct direction to prevent vulgar hype, malicious drainage, and misinformation. In the next steps, we will focus on the following tasks: 1. Optimizing mechanisms: Further improve the audit rules and standards of the hot list to ensure the authenticity of information sources and correct direction. 2. Strengthening governance: Increase efforts to crack down on illegal content and malicious behavior, and establish a long-term governance mechanism. 3. Maintaining transparency: Regularly publish progress on the management of the hot list and accept supervision from the public and users. We will take this rectification as an opportunity to further enhance our platform's sense of responsibility and governance capabilities, and continue to sincerely accept supervision from users, media, and all sectors of society to create a clear and healthy online space.
