County Education Plan Implementation: Comprehensive Enhancement of Educational Standards, Firmly Correcting Tendencies of Solely Pursuing Academic Achievement Rates.
The State Council Information Office held a series of theme press conferences on the high-quality completion of the "Fourteenth Five-Year Plan". Minister of Education Huai Jinpeng stated that county-level education, as the key, foundation, and breakthrough point for building a fair and high-quality basic education system, mainly focuses on the fact that county-level ordinary high schools occupy a significant position in the high school system. They are the flagship of county-level basic education, bearing important missions in the construction of a strong country in education, rural revitalization, new urbanization, and high-quality population development. Whether county-level education is well-managed directly affects the growth and success of thousands of students, especially rural children. Therefore, revitalizing county-level education is not a choice, but a necessity, as it is related to the bottom line and temperature of educational fairness. Currently, the "County-level Education Revitalization Action Plan" has been officially implemented. The country will take five measures to comprehensively improve the level of county-level education. First, expand resources to adapt to changes in the school-age population and continuously increase the supply of regular high school seats, providing more opportunities for rural students to receive regular high school education. Second, improve quality through optimizing curriculum implementation, deepening teaching reforms, strengthening teaching and research guidance, enhancing digital empowerment, promoting the sharing of high-quality resources, and helping county-level education institutions accelerate their level of education. Third, strengthen guarantees by arranging special funds to support the construction of county-level education by the central government, guiding local areas to explore the "city-county combination" management system reform, and increasing support from the provincial and city levels to county-level education institutions. Strengthen teacher salaries and various guarantees, continuously improve the development guarantee mechanism for county-level education. Fourth, optimize the ecosystem by firmly correcting the trend of one-sided pursuit of enrollment rates and strictly prohibiting cross-regional competition for students. Ensure students' physical activity and rest time, crack down on overtime learning and illegal tutoring, promote students' physical and mental health and overall development. Fifth, promote integration, actively develop comprehensive high schools, and strengthen the integration of vocational and general education. Promote diverse development of high school institutions, provide students with suitable education, and create more development platforms for them.
