Next step, we will steadily promote the reform of the fiscal and tax system, and increase the level of scientific management of finance. We will intensify reform efforts, promote further progress in areas such as the overall coordination of fiscal resources and budgets, zero-based budgeting reform, tax system reform, local tax system construction, non-tax revenue management, and improvement of the transfer payment system. We will guide localities to deepen the pilot implementation of scientific financial management, comprehensively improve the level of systematization, refinement, standardization, and rule of law. In line with the principles of "strengthening, focusing, and optimizing," we will carry out financial and accounting supervision in accordance with laws and regulations, further enforce financial discipline, and promote the implementation of decisions and deployments of the Party Central Committee.
