On September 21, the Chief of Staff of the Afghan Armed Forces, General Cali Fasi Heding, denied rumors that Afghanistan was in negotiations with the United States over the Bagram Airbase. The day before, US President Trump had threatened that if Afghanistan did not "return" the base to the US, they would face "serious consequences".
