Five departments: Promote the implementation of the "Opinions on promoting the implementation of ultra-low emission in the steel industry" and complete the ultra-low emission transformation goals by the end of 2025.

The Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Commerce, and the State Administration of Market Regulation have issued a notification on the "Work Plan for Stable Growth in the Steel Industry". It mentions promoting green and low-carbon transformation, implementing the "Opinions on Promoting the Implementation of Ultra-Low Emission in the Steel Industry", and completing the ultra-low emission transformation goals by the end of 2025. It also supports steel enterprises in implementing energy efficiency improvement and clean energy substitution, as well as promoting research on the collaborative and efficient technical paths for reducing pollution and carbon emissions in the steel industry. Support will be given to low-carbon common technologies such as hydrogen metallurgy, accelerate the integration of green electricity, green hydrogen, and pure hydrogen metallurgy technology and equipment pilot verification and industrialization. The industry will be encouraged to establish a number of digital carbon management centers, accelerate the construction of a carbon footprint accounting standard system for steel products, strengthen carbon measurement management, improve the quality of carbon accounting data, and ensure the smooth implementation of quota trading and clearance work after being included in the national carbon emission trading market.
