Hainan: Enhance the ability to control the entire chain of smuggling and firmly hold the bottom line of preventing systemic risks.
On September 19, Yang Jinbai, Deputy Secretary of the Hainan Provincial Party Committee and Secretary of the Political and Legal Committee, conducted a research on the prevention and control of smuggling risks in the closing operation of the Hainan Social Management Informatization Platform. He also chaired a symposium to listen to reports on cracking down on "tao dai gou" smuggling, preventing and controlling risks in "second-line ports" not supervised by customs, and risks in non-designated closing areas, and to discuss and deploy the next steps. Yang Jinbai pointed out that the construction of the Hainan Free Trade Port has entered a new stage of full-island closing operation, posing new challenges and higher requirements for anti-smuggling work. It is necessary to adhere to bottom-line thinking and systematic thinking, enhance the ability and level of dealing with smuggling risks, firmly guard against the bottom line of no systemic risks, and ensure smooth and orderly full-island closing operation. Yang Jinbai emphasized the need to fully leverage the core support role of the provincial social management platform, carry out in-depth risk assessment, analyze risk scenarios, identify weak links, scientifically formulate measures, strengthen practical training, deepen stress tests, and enhance the capability of governing the entire smuggling chain. It is necessary to maintain a high-pressure crackdown posture, vigorously promote the Special Action against "Tao Dai Gou" smuggling, continuously strengthen legal education, and mobilize the entire society to build a solid defense line against smuggling.
