On the 17th, the Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, delivered his fourth policy address during his term at the Legislative Council of the Special Administrative Region. He stated that the SAR government will establish a clear "department head responsibility system" to further strengthen governance. Lam said that the most direct and effective way to enhance the sense of responsibility of senior civil servants and improve the overall management level of departments is to strengthen the responsibility of department heads. It is clearly emphasized that department heads are responsible for establishing a good management team and leading their senior civil servants to effectively manage personnel and operational systems. Lam explained that the "department head responsibility system" establishes an investigation mechanism that divides investigations into two levels based on the severity of the issue. General nature issues are investigated by department heads, while severe issues, systemic issues, and those that may involve department heads are investigated by a special independent investigation team established for the responsibility system to identify deficiencies and clarify responsibilities. This team operates independently of the government system to ensure the fairness and independence of the investigation.
