Since the beginning of the "14th Five-Year Plan" in Jing'an District, Shanghai, 54 new regional headquarters of multinational companies have been established.

Zhai Lei, Deputy Secretary of the Jing'an District Committee and District Mayor, stated at a press conference on September 16 that the headquarters economy is a distinctive feature and significant advantage of the Jing'an economy, and it is also an important focus for Jing'an to promote high-quality development. Since the 14th Five-Year Plan period, Jing'an has added 54 regional headquarters of multinational companies, totaling 142, accounting for 11% of Shanghai's total. In addition, there are 26 private enterprise headquarters, 18 trade-oriented headquarters, 10 foreign-funded research and development centers, and 3 innovative enterprise headquarters. The contribution of the headquarters economy has increased from 14.4% in 2021 to 17.8% last year, and is expected to further increase this year.
