Strive to cultivate 3-5 leading enterprises in the export of used cars by 2027, and the city's annual export volume of used cars reaches 50,000 units. The latest "Shanghai Action Plan to Promote the Export of Used Cars" was formulated by Shanghai Municipality, setting the above-mentioned new goals. The scale of exporting used cars has grown significantly compared to the target proposed last year - in July last year, the "Shanghai Action Plan to Accelerate Automobile Renewal Consumption" proposed that by 2027, the average age of second-hand cars traded in Shanghai would be reduced by 1 year. The export volume of used cars would reach 15,000 vehicles, doubling compared to 2023. In order to achieve the goal, the "Action Plan" proposes 13 measures, covering the construction of comprehensive service platforms for the export of used cars, supporting the expansion of the export scale of used cars, enhancing export facilitation, and improving service guarantees in four aspects. Among them, it includes supporting the establishment of Shanghai International Trade Comprehensive Service Platform for Second-hand Cars in Pudong New Area, realizing the functions of aggregating public services, display and trading, inspection and preparation, logistics transportation, export declaration, industry research, financial services, and overseas services along the entire ecological chain. It supports the cooperation between the platform and overseas warehouse leasing operators to create overseas export display service bases. It supports the transformation and enhancement of trading markets, display and sales venues, and other related facilities on the platform. It supports professional service agencies to cooperate with the platform to provide professional services such as motor vehicle registration, vehicle trading, and warehousing. Encourages the cooperation between the platform and Shanghai companies to provide comprehensive services for enterprises going overseas, such as country-specific policy information queries and legal services. It supports professional institutions and enterprises on the platform to participate in the formulation of rules in overseas markets, and carry out technical exchanges, etc.
