According to the Shaanxi Provincial Water Resources Department, the provincial water resources department recently introduced the "Management Measures for the Collection and Storage of Water Rights in Shaanxi Province," marking the initial establishment of the water rights collection and storage system in Shaanxi Province. The "Measures" consist of 5 chapters and 19 articles, including general principles, free collection of water rights, paid repurchase of water rights, supervision and management, and supplementary provisions. The "Measures" clearly define the forms of free collection and paid repurchase of water rights, with the provincial water administrative authority responsible for the free collection of idle water rights within its administrative region and for timely and appropriate storage of the new development increment of water rights for water conservancy hubs and water network projects; city and county water administrative authorities are responsible for the paid repurchase of surplus water rights, and units authorized by law can carry out relevant work on the collection and storage of water rights.
