National Development and Reform Commission and National Energy Administration issue a notice on improving price mechanism to promote the local consumption of new energy power generation.

The notice mentions that for projects connected to the grid as a whole, including power sources, loads, energy storage, etc., forming a clear physical interface and a secure responsibility interface, with new energy generation as the main power source for nearby consumption projects, the public grid shall provide reliable power supply services according to the connection capacity, ensuring safe and stable electricity consumption. The power source for nearby consumption projects should be connected to the user side and the user side of the boundary point of the public grid ownership. The proportion of self-generated electricity used for new energy in a year should not be less than 60% of the total available electricity generation, and the proportion of total electricity consumption should not be less than 30%. From 2030 onwards, new projects should account for no less than 35%. Projects should have the conditions for separate metering, with metering devices installed by the power grid enterprise at the generation, factory use, grid connection, self-generation and self-use, and energy storage interfaces to accurately measure the electricity data at each stage.
