The law on promoting the rule of law explicitly states that the country implements a lifelong legal education system for citizens.

On September 12, the 17th session of the 14th National People's Congress Standing Committee voted to pass the Law on the Promotion of the Rule of Law in the People's Republic of China, which will take effect on November 1, 2025. The law consists of 7 chapters and 65 articles, including general principles, social rule of law promotion and education, national civil servants rule of law promotion and education, youth rule of law promotion and education, guarantees and supervision, legal responsibilities and supplementary provisions. The law specifically states that the state will implement a lifelong rule of law education system for citizens, and will incorporate rule of law education into the national education, cadres education, and social education systems.
