Beijing will be the first to implement the World Trade Organization's "Electronic Commerce Agreement", the Ministry of Commerce explains the detailed work plan.

Recently, the Ministry of Commerce, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, the General Administration of Customs, the State Administration for Market Regulation and other five departments jointly issued the "Work Plan to Support Beijing Municipality in the Pilot Implementation of the World Trade Organization's (WTO) E-commerce Agreement." The head of the Department of WTO Affairs of the Ministry of Commerce interpreted the "Work Plan." In December 2024, after more than five years of negotiations, China, the European Union, Australia and 71 other members of the World Trade Organization confirmed the "E-commerce Agreement." The agreement covers four pillars: digital convenience, digital openness, digital trust, and digital inclusion. It includes major rules on digital trade such as electronic transaction frameworks, electronic authentication and signature, paperless trade, as well as breakthroughs in establishing long-term mechanisms for duty-free electronic transmissions and facilitating electronic payments.
