Zhejiang Hangzhou releases online delivery industry agreement, regulates industry development from multiple dimensions.
In order to protect the legal rights and interests of the online delivery industry and regulate online delivery behavior, Hangzhou, Zhejiang Province, issued the "Hangzhou City Online Delivery Industry Convention" on the 11th, which will be implemented immediately. The convention was formulated by the Hangzhou Online Delivery Industry Special Committee under the guidance of the Hangzhou Municipal Party Committee's Social Work Department and the Hangzhou Market Supervision Administration, and is responsible for the revision and interpretation of the convention.
The convention proposes that online delivery platforms should compete fairly, win by quality, and not engage in extreme discounts, subsidies, or other improper competition behaviors such as cost shifting to merchants or delivery personnel. Platforms should strictly follow industry rules and regulations, and should evaluate the difficulty of delivery in different scenarios such as order volume, extreme weather, long-distance orders, and traffic control, in order to extend delivery times, reduce pressure, and minimize accident risks.
The convention also states that online delivery platforms should regularly convene negotiation and coordination meetings with delivery personnel, inviting representatives to discuss common issues and suggestions for improvement in the delivery process. "All platform companies should encourage cooperation with local companies to establish roots in Hangzhou and serve the local community. At the same time, they should adhere to the industry convention, implement requirements for standardized operations and integrity services throughout the entire process, and collaborate with regulatory authorities and industry associations to build a healthy and orderly industry ecosystem," said a spokesperson from the Hangzhou Market Supervision Administration.
