Several individuals have been investigated. The report stated that during the procurement process of firewall and DNS equipment at Chongqing Three Gorges University, Hongzheng Company made false promises and maliciously disrupted the procurement order. The purchasing entity, Chongqing Three Gorges University, did not fulfill its responsibilities and did not conduct strict oversight. The agency, Municipal Procurement Center, did not diligently carry out its procurement responsibilities, and the staff mechanically executed the procurement procedures. The internal management of the relevant leaders was inadequate. The expert evaluation negotiations were merely a formality. The investigation did not find any cases of benefits being transferred between the winning bidder, Hongzheng Company, and Chongqing Three Gorges University and other related parties.
