The opinions point out the need to enhance the comprehensive competitiveness of super-large and ultra-large cities. To promote super-large and ultra-large cities to strengthen and specialize their core functions according to the function positioning approved by the state, control the scale of super-large cities, reasonably and orderly relocate non-core functions, and build a high-quality development engine. Support super-large and ultra-large cities in promoting institutional innovation in accordance with their actual situations. Support some super-large and ultra-large cities in enhancing their ability to allocate global high-end production factors. Support super-large and ultra-large cities in planning technological innovation platform bases and enhance their original and disruptive technological innovation capabilities. Promote provinces with the conditions to nurture and develop sub-central cities.
