Shanghai: The first-time shareholding ratio of collective economic organizations in cooperative reform shall not be less than 10% in principle.
The General Office of the People's Government of Shanghai Municipality released the implementation opinions on accelerating the transformation of urban villages in this city. The opinions mentioned that the initiation of urban village transformation should seek the consent of the villagers. During the transformation process, the opinions of villagers and rural collective economic organizations on transformation plans, land compensation schemes, collective asset disposal, etc., should be heard to ensure the villagers' right to information and participation. The principle is that the initial shareholding proportion of the town collective economic organizations in cooperative transformation should not be less than 10%, and can be optimized and adjusted according to the actual situation of the project. Town collective economic organizations with conditions can absorb related village collective economic organizations to participate in the transformation together. After the transformation of the cooperative project, a certain amount of commercial, office, rental housing, and other property assets should be retained for long-term operation by the town collective economic organizations according to the agreement between the parties, ensuring the long-term development of rural collective economic organizations and the long-term benefits of the land-compensated farmers.
