The State Administration for Market Regulation solicits opinions on the criteria for determining serious circumstances of false reports issued by inspection and testing agencies.

The Market Supervision Administration has organized the drafting of the "Opinions on the Criteria for Determining Serious Circumstances of Issuing False Reports by Inspection and Testing Institutions" and has started soliciting opinions publicly. The "Opinions" list five situations that should be considered "serious circumstances": constituting a crime and being held criminally responsible according to the law; being punished administratively for issuing false reports within 2 years and issuing false reports again; issuing more than 10 false reports, or issuing more than 2 false reports in key areas related to people's lives, health and safety such as children's products, road motor vehicle products, fire products, dangerous chemicals, civil explosives, building insulation materials, industrial product production permits, or mandatory product certification management; causing major safety accidents, major environmental impacts, or severe social impacts; and other situations that should be considered serious according to laws and regulations.
