Ministry of Ecology and Environment: Significant progress has been made in building China's carbon market.

On August 26, the Ministry of Ecology and Environment held its routine press conference. The spokesperson of the Ministry of Ecology and Environment, Pei Xiaofei, stated that China has successively established and launched the national carbon emission trading market and the national voluntary greenhouse gas emissions reduction trading market in 2021 and 2024. The construction of the national carbon market has achieved significant results. Firstly, more than 30 systems and technical standards have been established through legislation in collaboration with relevant departments. Secondly, efforts have been made to strengthen data quality management and enhance supervision and law enforcement. In 2024, more than 3 million pieces of enterprise data were audited, significantly improving the standardization, accuracy, and timeliness of carbon emission data statistics. Thirdly, the coverage of key industries has been continuously expanded. In addition to the power generation industry, the steel, cement, and aluminum smelting industries have been included in the mandatory carbon market, effectively controlling over 60% of the national carbon emissions. In the future, efforts will be focused on implementing policies: firstly, advancing the construction of the national carbon market, gradually expanding the coverage of mandatory carbon markets to other industries. Secondly, efforts will be made to enhance the vitality of the carbon market by establishing policies such as carbon collateral and carbon repurchase to increase enthusiasm and initiative for energy conservation and carbon reduction. Thirdly, management levels will be improved by rigorously regulating carbon emission verification, strengthening the responsibility of key emission sources, and enhancing comprehensive supervision of data quality.
