Wang Hongzhi, Director of the National Energy Administration, stated, "Since the 14th Five-Year Plan, China's market trading volume has increased from 10.7 trillion kilowatt-hours in the 13th Five-Year Plan to 23.8 trillion kilowatt-hours, more than doubling. The proportion of market trading volume in the total electricity consumption has increased from 40% in 2020 to over 60% for four consecutive years, roughly equivalent to two out of every three kilowatt-hours we use being directly formed through market trading. Market entities have sprung up like spring mushrooms. On the generation side, from coal power and new energy generation to gas power, nuclear power, and hydropower, all actively participate in the market; on the user side, all industrial and commercial users have entered the market, and new entities, new models, and new formats such as independent energy storage are flourishing, and a market pattern with various entities participating orderly has basically formed."
