The National Development and Reform Commission issued a notice regarding the application for preferential tariff rates for cotton tariff quotas for 2025, as well as the import quota for processing trade. The total import quota for cotton for processing trade in 2025 is 200,000 tons, and it will be distributed based on contract applications. Once the total quota has been reached, no further applications will be accepted. By August 1, 2025, companies must be registered with the market supervision and management department, must not have violated the "Interim Measures for the Administration of Import Tariff Quotas for Agricultural Products," and must be able to engage in cotton processing trade. In addition to meeting these conditions, companies must also meet one of the following: having cotton spinning equipment of 50,000 spindles or more, or having an annual production capacity of non-woven fabric using cotton for hydroentangling of 8,000 tons or more.
