The Ministry of Agriculture and Rural Affairs and the China Meteorological Administration jointly issued a warning on the risk of flooding in farmland and wind disasters: It is predicted that from the night of August 23 to 25, under the influence of Typhoon "Jianyu", there will be heavy to torrential rain in the southwest of Guangdong, the south of Guangxi, and Hainan Island, with some areas of Hainan Island, the coastal areas of southern Guangxi experiencing heavy downpours, and locally torrential rain in the central and southern areas of Hainan Island; Coastal areas of Guangdong, coastal areas of Guangxi, and Hainan Island will experience strong winds of 6 to 8 levels, with some areas in the northern part of the South China Sea, coastal and nearshore areas of Hainan Island, and southern parts of Beibu Gulf having wind speeds of 9 to 10 levels, and winds in areas or regions near the center of the typhoon reaching 11 to 14 levels, with gusts of 15 to 16 levels. Strong winds and rain may result in flooding in low-lying farmland, damage to economic fruit trees causing branches to break and fruits to fall, and damage to agricultural and fishery facilities. The risk of flooding in farmland and wind disasters is higher in southeastern Guangxi, southwestern Guangdong, western and northern parts of Hainan Island; The risks of flooding in farmland and wind disasters are high in the southeastern part of Hainan. It is suggested that the above-mentioned areas clear ditches and channels before the arrival of strong winds and rain, harvest mature fruits and vegetables in advance, and promptly drain stagnant water and apply fertilizer after the rain; also, strengthen agricultural and fishery facilities, and fishing boats operating at sea should return to port in time to avoid the wind.
