Standard & Poor's evaluates Kazakhstan: the outlook has been adjusted to positive, reflecting Kazakhstan's continued efforts in promoting economic liberalization and diversification, strengthening governance, and supporting deficit reduction. If the new tax law can achieve sustainable expansion of non-oil revenue base, and the new budget rules support the gradual recovery of fiscal buffers, then the rating may be upgraded.
