The Ministry of Finance and the State Administration of Taxation issued an announcement on the 22nd, improving the policy of carry-over tax refunds, adjusting the refund rates and conditions for some industries, enhancing policy accuracy, and emphasizing support for key industries. According to the announcement, starting from the VAT tax filing period in September of this year, the manufacturing industry, scientific research and technical services industry, software and information technology services industry, ecological protection and environmental governance industry, and other industries will continue to implement the policy of refunding the full amount of carry-over tax on a monthly basis. Other industries will have certain conditions and percentage of carry-over tax refunds. Taxpayers who meet the conditions are allowed to fully pay back the carry-over tax refunds or tax payments made immediately or refunded later, and then choose the applicable policy for the future.
